Nuclear Weapons, Brothers, and the Things Technology Doesn’t Change
In October 1962, humanity confronted a situation that had never existed before. Nuclear weapons were less than two decades old. The first atomic bomb had been detonated in 1945, and by the time of the Cuban Missile Crisis, both the United States and the Soviet Union possessed thermonuclear weapons vastly more powerful than the bomb that had destroyed Hiroshima. Missiles, strategic bombers, and submarines gave governments the ability to inflict destruction on a scale that would have been almost unimaginable a generation earlier. The technology had changed extraordinarily quickly. The humans controlling it had not.
The Newest Weapons and the Oldest Structure
The United States in 1962 possessed one of the most sophisticated governmental structures ever created. President John F. Kennedy could draw upon the Pentagon, State Department, CIA, Joint Chiefs of Staff, diplomats, intelligence analysts, scientists, and military commanders. Yet when the crisis became most dangerous, one of the people Kennedy relied upon most was not merely an official. It was his brother.
Robert Kennedy was Attorney General, but his importance during the crisis went well beyond the normal responsibilities of that office. JFK trusted him personally, and Robert Kennedy became a crucial intermediary, including in the extraordinarily sensitive back-channel discussions with Soviet ambassador Anatoly Dobrynin that helped produce a settlement. Something similar existed in Cuba.
Fidel Castro presided over a revolutionary government with ministries, military organizations, and Soviet advisers. But one of the most important people around him was his younger brother, Raúl, who had been entrusted with control of Cuba's armed forces.
The parallel should not be pushed too far. Neither pair of brothers independently controlled the crisis. Nikita Khrushchev was the indispensable Soviet decision-maker, and Soviet, not Cuban, authority ultimately controlled the Soviet nuclear arsenal. Kennedy and Castro both relied upon many advisers. But the structural point remains remarkable.
At the moment when humanity confronted perhaps the newest and most technologically sophisticated threat it had ever created, two of the central political leaders relied heavily upon one of the oldest human structures ever created: family.
Long before there were corporations, constitutions, universities, bureaucracies, professional militaries, or nation-states, there were families. Thousands of years of institutional innovation had not eliminated that structure.
The Weapons Were New. The Dispute Was Ancient.
There is another strange juxtaposition in the Cuban Missile Crisis. What exactly were these fantastically sophisticated weapons being used to contest? Power. Territory. Security. Influence. Fear of an adversary. The ability to threaten physical force. These were not new problems created by nuclear physics.
A tribal chief, Roman emperor, medieval king, or Mongol warlord would have understood the underlying conflict immediately. He would not have understood an intercontinental ballistic missile, but he would certainly have understood the strategic question: How close will I permit my enemy's weapons to come to my territory, and what am I willing to risk to stop him? The machinery had changed almost beyond recognition.
The human contest had not. This distinction matters whenever we think about technological progress. We naturally focus on the visible novelty: the missile, computer, smartphone, robot, or artificial intelligence system. But underneath changing tools are remarkably persistent human purposes.
People still seek security. They still compete for resources. They still want status. They still form alliances. They still fear enemies. They still protect their families. They still want other people to trust them, and they still have difficulty trusting strangers. Technology continually changes the means through which these desires are expressed without necessarily changing the desires themselves.
The People in Charge Didn't Understand the Technology
There is another aspect of the Cuban Missile Crisis that is difficult to comprehend from today's perspective. The political leaders making these decisions were not nuclear scientists. Kennedy wasn't. Robert Kennedy wasn't. Fidel Castro wasn't. Raúl Castro wasn't. Khrushchev wasn't.
They understood what mattered politically: nuclear weapons were extraordinarily powerful, their delivery systems mattered, and using them could provoke catastrophic retaliation. But none of these men could personally have designed the weapons they controlled. This is normal in technological societies.
A president does not understand every component of an aircraft carrier. A CEO does not understand every line of software running the company. A hospital administrator does not understand every medical device. Few people using smartphones could explain how the processors inside them actually work. Increasingly, human beings exercise authority over systems they cannot personally understand.
That creates an important distinction between technological capability and human comprehension. A civilization does not have to understand a technology collectively before becoming dependent upon it. It merely has to make it work.
James Bond Gives Us a More Comfortable World
Popular entertainment often reverses this reality. In a James Bond story, a fantastically powerful technology is likely to be controlled by a fantastically intelligent villain. The mastermind understands the weapon, understands the plan, and intends the consequences. That is psychologically comforting. Someone is in control. Reality can be much more dangerous.
The Cuban Missile Crisis involved intelligent people trying desperately to understand a system containing enormous numbers of variables: military commanders, reconnaissance aircraft, submarines, tactical nuclear weapons, communications delays, political pressures, misunderstood signals, and the possibility of unauthorized or accidental actions. No individual understood the entire system. No individual completely controlled it. And yet individuals still had to make decisions about it.
That may be a much more useful model for thinking about technological danger than the evil mastermind. The greatest danger may not be that an extraordinarily intelligent person understands a powerful technology and deliberately uses it to destroy the world. It may be that ordinary human institutions acquire extraordinary technological capabilities that nobody completely understands or controls.
The Structural Reversion Principle
The Cuban Missile Crisis illustrates a broader principle: Technological novelty can advance far faster than structural novelty. When novel systems create extreme uncertainty, humans may increase their reliance on older and more deeply embedded structures of trust and decision-making.
We might call this the Structural Reversion Principle. This does not mean modern institutions disappear during crises. Kennedy did not dismiss the Pentagon, CIA, and State Department and simply ask his brother what to do. Instead, structures exist in layers.
In the Cuban Missile Crisis, we can roughly imagine those layers moving downward from nuclear physics and weapons systems through military organizations, national governments, small groups of trusted advisers, family, and ultimately individual human judgment.
The extraordinary technology remained at the top of the stack. But ultimately, the decisions descended through that stack until they reached individual human beings trying to decide whom they trusted and what they believed another human being would do. The more uncertain the situation became, the more valuable personal trust became.
AI Creates the Same Paradox
Artificial intelligence appears radically different from nuclear weapons, and in most respects it is. But structurally, there is an important similarity. Once again, technological capability is advancing faster than many of the institutions surrounding it.
Governments are attempting to regulate systems legislators may understand only superficially. Executives are deploying technologies they could not personally construct. Workers increasingly depend upon systems whose internal processes they cannot inspect. Individuals receive recommendations generated through computational processes they do not understand.
The natural reaction is to focus almost entirely upon what is changing. How intelligent will AI become? What jobs will disappear? What new businesses will emerge? What will computers be able to do next year that they cannot do today?
Those are important questions. But another set of questions may ultimately matter just as much: What isn't changing?
People will still need trust. They will still seek status. They will still compete and cooperate. They will still form families and friendships. They will still want purpose. They will still make mistakes and deceive other people. They will still have limited time. They will still care about their health. And they will still want to know what is true. When uncertainty becomes sufficiently high, people may still turn toward the oldest structures they trust.
AI Should Help Humans Understand Reality
This is one reason the objective of AI should not simply be to make technology more capable. Capability is only one dimension of progress. The more technologically complicated civilization becomes, the more important it becomes to help individual humans understand the reality in which they are making decisions.
What evidence do we actually have? Where did it come from? What do we know? What are we merely assuming? What incentives do the participants have? What has happened in comparable real-world situations? What remains uncertain? What decision is reversible? Who benefits? Those are ancient human questions.

What Changes and What Doesn't
The Cuban Missile Crisis occurred more than six decades ago, but its underlying lesson is much older. Human beings continually invent new tools without reinventing themselves. A spear becomes a rifle. A rifle becomes a missile. A letter becomes a telephone call. A telephone becomes the internet. A filing cabinet becomes a database. A calculator becomes artificial intelligence.
The capabilities change enormously. But the person at the other end remains a human being concerned with health, resources, relationships, purpose, security, status, trust, love, fear, and mortality. The newest technology in human history had collided with some of the oldest problems in human history: territory, power, fear, and physical force. And underneath the governments, militaries, intelligence systems, and nuclear arsenals remained one of humanity's oldest technologies for dealing with uncertainty: family.
That is worth remembering as we enter the age of artificial intelligence. The future will not simply replace the past. Much of the future will be the past operating through astonishingly new tools.
